Understanding the Emergency Management Assistance Compact (EMAC)

The Emergency Management Assistance Compact (EMAC) was ratified during the second session of the 104th Congress and became Public Law 104-321 in October 1996. This paper, produced by the National Emergency Management Association, provides the Articles of Agreement and outlines the process by which any Member State may request assistance from another Member State under EMAC, following a state of emergency declaration by the Governor of the affected state (Requesting State) in response to an actual or impending disaster.
