About this toolkit
The National Guard plays a critical role in supporting domestic security and emergency response operations. The evolving nature of both domestic and national threats, as well as the increasing use of the National Guard in various domestic scenarios, requires a thorough understanding of the legal authorities, regulations, and operational procedures that guide their deployment. This toolkit was developed as a comprehensive resource to support the Adjutant General (TAG) and National Guard leadership in navigating the complex landscape of domestic operations.
This toolkit includes guidance on a range of topics related to the domestic deployment of the National Guard, including action checklists for briefing new governors or TAGs, an overview of the legal authorities that govern Guard deployments, a legal primer addressing multiple deployment scenarios, and key National Guard Bureau (NGB) regulations.
