This checklist offers a framework for developing a briefing for a newly appointed Adjutant General.  Even when the Adjutant General brings prior staff or operational experience, reviewing this information can still be valuable.


  • Review the legal authorities governing the use of the National Guard in State Active Duty (SAD):

    • Identify law enforcement or peace officer authorities granted to the National Guard under state law. 

    • Understand state law governing citizen’s arrests and any other traditional police powers that are granted to civilians.

    • Engage your staff judge advocate to look into the issue of civil liability for actions of your National Guard troops. 

  • Review the legal authorities governing the use of the National Guard under Title 32 (T32). 

  • Review the legal and doctrinal authorities governing the use of the National Guard under Title 10 (T10). 

  • Review the chain of command for SAD, T32, and T10.

  • Establish Commander's Critical Information Requirements for Domestic Operations:

    • In-state request for forces by the Governor

    • Emergency Management Assistance Compact (EMAC) requests

    • T32 Request for Forces

    • T10 Request for Forces

  • Review the funding sources for:

    • In-state request for forces by the Governor

    • Emergency Management Assistance Compact (EMAC) requests

    • T32 Request for Forces

    • T10 Request for Forces
