Adjutants General Legal, Code, and Constitutional Primer 2024

The Adjutants General Association of the United States (2024)

This primer was developed in 2013 by MG (ret.) Tim Lowenberg and MG Timothy Orr as a product of their work with the Council of Governors, and was subsequently revised and updated in 2024 with the assistance of the Adjutants General Association of the United States.  It is independent of the work produced by the National Guard Bureau and offers a state-derived perspective of issues common to the several states and the federal government.
