This template was published with direct input from the National Guard Bureau (NGB) by the Defending Digital Democracy Project (D3P) as part of a larger series of guides designed to be used together by election administrators. It provides state and local election officials with a framework for communicating publicly during a potential election cyber incident — covering crisis communications, best practices, and spokesperson protocols. The guide recommends that election officials and the relevant state governor agree in advance on roles and messaging.
