The 1993 Offsite Agreement, signed by the U.S. Army, Army National Guard, and Army Reserve, restructured responsibilities between the reserve components to improve readiness and role clarity. It designated the Army National Guard as the primary provider of combat and combat support forces, while the Army Reserve focused on combat service support functions. The agreement authorized the reallocation of personnel and aviation assets, including the transfer of thousands of billets from the Reserve to the Guard. Initially, this division of labor helped implement the Total Force Policy more effectively. However, the commitment to the principles has diminished despite efforts by the National Guard and the Adjutants General.
