Improving the Total Forces Using the National Guard and Reserves

The 2016 Reserve Forces Policy Board report highlights the transformation of the Reserve Components (RC) into a critical, cost-effective operational force, comprising 38% of the military and performing on par with Active Component (AC) forces. The report calls for reforms to strengthen integration, clarify the “Operational Reserve” role, and ensure equitable benefits and cost accounting. It urges DOD to streamline duty statuses, embrace a Total Force policy, and leverage RC capabilities. To optimize the Total Force, it recommends improved readiness funding, infrastructure consolidation, and personnel system flexibility.
