This comprehensive, consolidated guide merges and updates two previous efforts— the Natural Hazards Playbook (published in 2022) and the Manmade Hazards Playbook (drafted in 2023 but never released)—into a single, authoritative resource. It eliminates redundancy and streamlines content for ease of use. It serves as a central reference for key operational requirements, lessons learned, and practical application of processes and procedures. It includes checklists and planning considerations to support effective response and coordination during domestic operations and events.

Designed for use by the National Guard Bureau (NGB) and all 54 states, territories, and the District of Columbia, the 2025 Domestic Operations Playbook will support mission readiness and execution across a wide spectrum of domestic challenges.

The playbook will be released in late summer 2025, pending the signature of the Chief of the National Guard Bureau. To request access upon release, contact your State J3 or the NGB J3/4 Domestic Operations Division.
